They can subpoena but prosecution still has to go through the justice department to prosecute for that. Of course there does not appear to be a statute of limitations on those so if this justice department does not prosecute the next one probably will.Just as a technical point, if Congress wanted to issue a warrant for someone's arrest, wouldn't it have to be done through the Attorney General? Who would actually issue and carry out the warrant?
