Unfortunately, these are illegal almost everywhere.

There are bound to be a great many safety and municipal regulations that would have to be met, especially if you're charging money. Also oversight and insurance would be a significant factor. This kind of 'off-the-grid' living is discouraged in countless ways by our modern inter-dependent culture.I'm just thinking that if I'm charging nightly rates, then it's essentially a hostel, and not a "homeless shelter" by definition... Even if it's only a few bucks.

hmmm...The only people I've known who ever got frostbite
did so out in the open with uncovered skin in very
cold weather.
