Unfortunately, these are illegal almost everywhere.

I'm just thinking that if I'm charging nightly rates, then it's essentially a hostel, and not a "homeless shelter" by definition... Even if it's only a few bucks.

There are bound to be a great many safety and municipal regulations that would have to be met, especially if you're charging money. Also oversight and insurance would be a significant factor. This kind of 'off-the-grid' living is discouraged in countless ways by our modern inter-dependent culture.

The wood and steel cabins, which can fit up to two people, protect against the cold, wind, and humidity.
...
Evaluations are currently taking place to understand if the Ulmer Nest is suitable to protect against frostbite.
The customer base isn't always healthy,
so there's some experimenting to be done.

It could protect against cold, but it's still unheated.
So if an unhealthy person with inadequate clothing
& bedding uses it on a very cold nite, frostbite would
be possible.
The above is my speculation on what they think.
Your jaundiced eye is justified.
The only people I've known who ever got frostbite
did so out in the open with uncovered skin in very
cold weather.

I can not remember any person I know who has gotten frostbite while indoors.
Even if said "indoors" was a cardboard box...

So I shall begrudgingly concede your point.

I get the idea, but it still gives the appearance of a society that just wants the homeless to die out of tight and out of mind.

I can't help but find irony in the idea that this investment is easily matched or superseded by municipalities putting spikes and barbed wire literally everywhere a homeless person could conceivably lie down to sleep.
