I'm talking about the reality. Much of the Chicago metro region is in Indiana.

Just what firearm laws do you think Indiana is lax in compared to Illinois/Chicago firearm laws?
So, if we disregard the issue with Indiana and focus strictly on, in this case, Chicago, what is the root problem that must be dealt with.
Obviously it is gang violence and the use of firearms to enforce their agenda, correct?
So, in my opinion, the first thing that must be done to provide safe streets and to allow the return of businesses.
Again in my opinion it is not the "guns" fault since it is only the instrument of those who are creating the violence.
Therefore you must deal with the individual first and the only way to do that is with a strong law enforcement presence.
However, for a strong law enforcement presence you must have a government that is willing to address the issue directly and provide law enforcement the laws and tools to do the job.
The only problem is that the community must support the actions of law enforcement to "fix" the problem.
Yes there are going to be incidents of possible law enforcement misconduct. That has to be dealt with.
So, address the root issue first.
