Look at this another way, omnipotence also includes the power to say "Restrict Power: Clairvoyance To 150 Mi Radius" and it becomes muted to that. If you have the ability to do anything then you can easily destroy things by accident, or be forced to act by others. So the first restriction of omnipotence is making sure stray thoughts don't have a huge effect, and the second is to not answer selfish requests unless they want to. After that, an omnipotent being probably has a playbook of certain prayers that are typically taboo (like say cat necromancy). I could pray all I want, "Please make my hurting kitty a zombie once it dies" but any real God would tell me that I'm gonna see her again, and trying to do that ended bad in Pet Sematary.
