You've not established that the country of Norway
owns the means of production. But even if it did
own the oil refineries, it's a pretty capitalist country.
To call it "socialist", yet to ignore real socialist
countries like N Korea is booOOooOOooogus.

I've been saying both Norway and NKorea have mixed economies, aspects of both--as most do--but you keep insisting things must rigidly meet certain definitions.

You find N Korea mixed? Uh oh.
What "means of production" owned by
the people do you see in Norway?

The answer is very simple. They don't implement free universal healthcare in the United States because they pander the healthcare insurance companies. Who would lose billions if the State of California, for example, made its own universal healthcare system.

Because these insurance companies owners love something. They immensely love the bucks, the grand, greenfinches...those things...they love these....$$$$$$$$$$$$$$$$$$$$
    :p

An answer for a question not asked, an answer that ignores large parts of what's going on.

Do you know that once JP Morgan said that Italy has a "too socialist constitution" and that we Europeans should get rid of such constitutions?
Because of course of universal healthcare, public pension system, public insurance for workers...
Do you realize what kind of characters we are dealing with here?
    It's utterly squalid.

The Norges Bank. The National Bank owned by 100% by the Norwegian State, and the king of Norway appoints its members.
This is a means of production...and it belongs to the Norwegian People.

I wouldn't call it "the means of production".
It's their central bank, like our "Fed".
An arm of government dealing with currency.
Like USA, Norway has privately owned banks
    & equity firms.

But the Central Bank produces Norwegian krones...ergo...it's a means of production.
    The FED is privately owned.

The Fed is created & run by government.
(US Post Office, Fannie Mae, & Freddie
Mac are similar creatures of government.)
    Private ownership doesn't eliminate the
fact that government controls it, which
is a major feature of ownership.

    It's not enough.
I want the FED stakes to be owned by the American treasury.
Because those private banks are not entitled.

    It's on topic.
I wonder why they need all those billions in dividends.

Investors use dividends to pay the bills.
    This is useful.
