He hasn't been seen since January last year, but to answer your question it was only aimed and is still only aimed at Jewish people. He's even worded the question in a baiting manner by suggesting that they are 'not necessary' by refusing to learn that when there is a Temple then a sacrifice may be required, but as there is no Temple obviously no sacrifices can be made. G-d obviously made a way for people to repent if ever this were the case. One need only make teshuva/repentance and make the bad good, if possible. Noahides may also bring a sacrifice if they wish and that can be done now.
