It isn't necessarily the miracles that make a moshiach a moshiach. Now a days, any good magician can walk on water.
It has to do with the community as a whole. Can he stop the infighting(we have a lot of this) and squabbling? Can he stop wars? Can he convince all Jews to return to Israel, or the world to not see the Jews as evil, blood sucking fiends?(and no we don't expect him to do it single-handedly)
