There is a lot of dubious assumption in your first post. I don't think we can say that the christian God wants people to go to heaven. It would be more accurate that he wants them to go wherever they are supposed to go since he does decide who goes where and according to which standards. Satan, similarly, cannot be said to want people to go to hell or heaven. His job seems to be to test people's faith and obediance to God's rules and standards and he does so with the approval and complicity of God as seen in the story of Job. Yes, according to christian doctrine, all non-christians go to hell or are otherwise destroyed depending on the interpretation you have. That's most of the world and most of the people in Earth's history. That doesn't mean it's a problem according to christian doctrine since sinners are supposed to suffer. Their number compared to the righteous is irrelevent. Does Satan "wins" if by that you mean does he succeeds in breaking people's faith more often then not, hard to tell. His he happy when he succceeds is another matter.
