I am willing to bet that he was not trained in what is called a stress academy. Everything is designed to put stress on the trainee. Classroom time is made extremely stressful to the trainee, everything is, every minute of the day. They are yelled at, made fun of, denigrated in the group. There extremely rigid rules about everything, you violate them, then a minimum five page essay about the infraction must be turned in the next morning, and you hear about it for a week.
Anyway, the Tac Officers watch very closely for coping skills, signs of breakdown, and a number of other things that at the end of 24 weeks, will determine of they can operate properly in stressful situations.
This guy obviously had no business being on this call. I blame the screening and training process as well as the killer himself.
If the judge hugs him, kisses him, gives him a set of encyclopedias after he is convicted is irrelevant to me.
