So if the IRS collects the fine for breaking a law it is a tax?Not unless they're taken by the IRS for something which isn't punishment for wrongdoing.
Just as you can avoid the fine for not having medical insurance....you can avoid speeding ticket, never have one ...

But to not buy insurance (especially when one cannot) isn't a crime.
