The social contract accepts curtailing absolute freedom for those actions that actually cause harm. Those that merely raise eyebrows are OK.
Think of all the fashion statements that raised eyebrows in the past but are unremarkable today.

High heels damage feet permanently and cause injuries, but because because they make people feel sexy and expressive society accepts them. Therefore the social contract does not give a damn about harm. It is what it is, and we cannot always change it. I will give another example: prohibition. The Appalachian people objected to government interference in their affairs, so when alchohol sales were outlawed, they continued to produce and sell and to fight the law. Eventually demand for alcohol made alcohol use a gateway for crime, and so in the interest of curbing crime the Prohibition law had to be repealed. The law failed to change the social contract, proving the given law was unconstitutional. If it had been constitutional society would have accepted it and functioned with it, mostly. Now what happens if here in MS, USA we enforce the freedom for women to go topless? That law would soon be repealed, because society would reject it.

Absolutely!
The modern fashion of half clothing the breasts is ok but women who complain at folks who look at them are just brain muddled or hypocrites, I reckon.

I'm at the other end of the spectrum, I often go out wearing extremely attention grabbing stuff. Most people will have a look and check it out, then go back to what they were doing, and that's fine. Occasionally someone will blatantly stare, and sure, it can be a little unnerving, but hey, I'm the guy who willingly went out in public dressed like a hood ornament, so I don't really feel it fair to complain.

That would attract attention, but since few folks would be able to recognise you under all that metal then nobody could accuse you of attention seeking. Am I right about the armour n stuff? Is that right?
