Peeing is not the problem, it's aiming it! I think though that most women would agree that we men already have a problem with that. Just a minute though, how would women pull their pants down with short arms? Maybe the answer is for us all to wear nothing below the waist. Maybe we wouldn't need masturbation then?

In Jainism, the only sexual activity permitted is intercourse between a married man and woman. This would imply that masturbation is banned, though I don't see it explicitly called out.
