I coached volleyball for many years ... junior high kids. The shorts got longer, but in about 1990 the kids really didn't like them. They were shorter than in the picture. Way too short, but that was the style all over. Really changed now.

The British Isles are said to be cold, damp, foggy and often rainy.

Did you see Field Marshall Montgomery, Monty, in Patton?
Shorts as part of a Brit army uniform. I can see those in hot
climates as the tropics, Italy or Africa.

The only time American soldiers wear uniform shorts is
as a part of PT garb in warm weather, never for the field or battle.

American postmen wear uniform shorts during the summertime.
I've never seen a uniformed American LE officer in shorts.
The Brit bobbies wear them at times.
