Eh, I see them as having two different focuses and they tend to vary in philosophy. They are not mutually exclusive however so one can be one but not the other, or both at the same time. In my personal practice they are different in how they are practiced. It's kinda like how there are many kinds of yogas that compliment one another, although one is free to focus on just one or many depending on what works best for them.
I pretty much see Theistic Luciferians and Satanists as identical, again merely a name change or minor points of philosophy. I could see both being combined, honestly. I wouldn't feel out of place if I attended one of their events, personally.
When you get into Atheistic Luciferianism, I find that it becomes no comparison. Atheistic Satanists aren't on a path, they just adopt a few points of philosophy and add it to base atheism. In this case, I think it is that you are one or the other...
I think it depends. With theism, Luciferians can be totally different from the satanists, in my experience. I guess it just really depends on what we are talking about. Maybe we could give specific examples?

They might see Lucifer as a different guy than Satan maybe, but then they'd be wrong. I just see no point to argue about erroneous facts. Historically, Lucifer=Devil=Satan, anything else is just a bit silly. We could get into the biblical argument of the King of Babylon, but it has been done here... Christianity only differentiates Lucifer as Satan before his fall, so the term has been synonymous for 2000 years any other use is just silliness to some degree at this point. It really doesn't matter if you want to call the color of the sky sky blue, azure, or light blue or whatever... We all agree we are talking about the same thing... The argument is tantamount to debating that those various colors are actually something different... Not interested...

Other than the silly jargon, Theistic Luciferians and Satanists have very similar beliefs and it's more useful to discuss what they have in common rather than the minor differences between a few individuals...
Lucifer wasn't used to mean Satan until much more recently than 2,000 years ago. Even the Catholics have positive definitions of the title "lucifer". Heck there were saints named Lucifer.
And to go to @crossfire 's point I know of a Christian Order around here that uses the term lucifer, light bearers ect

My point was words are used many ways, and only the essence of subject really matters. Common threads through history and all... We could argue that modern uses and conventions are more relevant to the times as well, a subject of endless debate.
Anyway, I find that theistic anything is completely personal path. I've helped a few people and pointed them in the right direction, and will continue to do so because I consider it part of my service to Satan. I find Theistic Luciferianism and equally valid expression, maybe with a different set of talking points but ultimately coming to the same destination.
I have no idea what differentiates a Luciferian and Satanist other than one has an aversion to certain names and what books you decide to read. Satan, and Lucifer are the the same guy in any sort of colloquial sense. To me, it has always been an attempt to white wash what is a pretty neutral character... Some people see Satan as a demonized name, but fail to realize that δαιμόνιον (daimonion) in Greek means, "spirit", and has no negative or positive connotation either way.
Luciferian organizations seem to be more active in the practical side of the LHP at this point because atheistic Satanist groups are more like devil fan clubs, rather than doing anything important. I call myself a Satanist out of a preference, but I am validly a Luciferian by any yard stick I can measure -- I just don't associate with Luciferian groups so I evade the name to avoid confusion.
If anyone has the right to the name Satanist, it is a theistic Satanist. Thus, my preference of nomenclature...
Another way of looking at it is - Luciferian is a term invented to sell a particular type of books, lol... This might be closer to the truth.
