There are different ways of doing these, Katia was one that I see a lot(most of it). I have also seen someone charge it with there own energy, giving them more of a personal connection with an item.How do you recharge them,
Energy(in my understanding). Different types of 'energy'.what are they charged with,
Personally I don't think there is a physical(Mundane) way to measure this.and how do you measure this?
No(IMO). Though electricity is a strong energy ether way, and though not negative can mess thing up in ritual if you're not channeling it.Negative energy = electricity?
Grounding is another good way to go. Though remember everyone is different. I'd say depending on what one is doing one should both cleanse and ground them.Why not just ground them?
Solar energy. Some believe this to be the best cleansing energy.And what does sunlight, reflected or otherwise, charge them with?
Yes. Being I often swap my negative energy for positive energy and use the new positive energy to recharge a crystal or gemstone.Can it be reverse? I mean can they get energy from people? Good energy?

Yes. In fact I believe in charging my Magickal Items and even my Swords and Daggers(which are also Magickal items at times). I believe it also gives one a personal bond with them.Can it be reverse? I mean can they get energy from people? Good energy?

I found a second hand store going out of business today. They wanted 25¢ to 50¢ each for some tumbled stones. I recognized a few and none looked fake so I asked them how much for the whole lot of them. I snagged all 44 of them for ten bucks out the door. That is less than 23¢ per stone.
