This is something that is hard to wrap our brains around sometimes. I don't think this is something explained very well unless you get into scientific research, and then you start learning about the nuances of data analysis and interpretation. To use a simple example, biological evolution is about changes in entire populations (groups) of organisms. It would be false to say individuals in the group are evolving - what individuals do is mutate and only sometimes mutate.
Maybe that's a bad example. Ignorance about biological evolution is pretty bad too, but it's the first thing that came to mind. Whoops.
Mutation is one of the drivers of evolution (natural selection being another). They are in a way both synonymous with evolution
