Do they exist and if they do then what are they like?

No, but there are people who believe themselves to be vampires.
Defining what "vampires" are, then, is the next challenge.
I think it's pretty reasonable to limit what we'd consider a "vampire" to be to a human exhibiting behaviors associated with vampire mythos in a given culture. I'm aware of the existence of a vampire subculture that does exactly this, though I know little about it. These people may consider themselves some flavor of otherkin, but biologically, they're still 100% Homo sapiens, not some sort of other species or "supernatural" creature.
The term "energy vampire" is... well, it gets used in various occult and metaphysical communities, but they really are not the equivalent of the mythic vampire or the vampire subculture. It's basically a derogatory term used to describe people who are exhausting to be around because their personality grates on you.
Real vampires do not sparkle, they do not live forever, they do burst into flames from sunlight, they are not effected by garlic or crosses. They have no special powers or abilities, they don't live longer than normal humans. Although they don't burst into flames from the sun, some do burn from prolonged exposure, others just tan. But they can get skin cancer from too much sun, vampires should wear sunscreen. They don't drink blood but must eat and drink normal human food. They can be killed by a wooden stake through the heart or by decapitation, but you can also kill them with a gun, poison, choking, drowning or anything else that can kill a normal human.
I know all this because I am a vampire.
I also think it is a very sad state of affairs that the poll mentions Twilight, but not Anne Rice, or Buffy.

Just dawned on me. You could say I'm a vampire. Or at least, I fit the most common traits;
Extremely pale
Problems with the sun(I've got a condition that turns sunlight into poison for me)
Blood fetish(sexual & otherwise)
Long nails
General dislike of Christianity
General "sickly" appearance
Narcissistic
Hm..
