Libertarians proposed just such a program a couple decades ago.
(I searched the internet for documentation within the last year, but
couldn't find it. So I'm going by memory.) As I recall....
It was $10K/year for everyone (likely adults only), & would've
replaced some social welfare programs. While not purely libertarian,
it was touted as more so than the bureaucratic quagmires (no offense
intended, @Quagmire) the alternatives were. For example, Section 8
housing requires landlords to monitor who visits & lives in a subsidized
household. Rather intrusive, eh.
Advantages.....
- Low administrative overhead.
- No disincentives for earning additional income.
- Less big brotherish.
- People choose how they spend the money, not government.

So be it.
But....
- Limiting military spending to defense would help.
- There'd be savings in social programs eliminated
or reduced due to redundancy.
- The poor wouldn't see this benefit reduced when
they start earning money, unlike current programs.
This would eliminate the disincentive to earn $$$$.
