I mean that I could believe in God but not believe that God even cares. I could believe in God but not believe that God would ever bother to help anyone. It's just a case of willful ignorance.
It's clear to them, but because of their arrogance, they don't want to see.
But with faith a person can concoct whatever kind of god one needs and assert its truth without much fear of contradiction. After all, "My faith is just as good, if not better, than your faith. " But once stuff gets "proven" you're pretty much stuck with it, because, unlike faith, there's little chance of tweaking it when needed.
