It is not double jeopardy in the legal sense since there never is any criminal justice applied as the outcome of an impeachment trial. The only possible negative results are removal from office and possible banning of ever holding political office again. Criminal justice was always meant to be applied separately.This is indeed a powerful tool of government, ie, that

Moreover, states can prosecute, & tort litigants have
no limits whatsoever. They'll all be nipping at his heels
as long as he lives.
