This sentiment is based in the ideal that ALL of we humans are interested in self-reflection and self-correction. This simply isn't the case, and so the solution for this less than ideal situation must necessarily be less than ideal. That is, instead of letting everyone come to their own conclusions about what is most "right" for everyone, we necessarily must impose some ideas of what is "right" according to what does demonstrably create the best-case conditions for everyone. Which is why we impose our views on things like murder, and rape, and thievery on others. We want to make sure that even those who don't intrinsically feel that those things are wrong are still held accountable when they take those actions.
There is no way this ends until everyone really does try what you are proposing - that is, inspecting their actions, making sure they are the "best" they can be toward keeping themselves and everyone else out of harms way, and making sure they align themselves with this pattern. In other words... this is (however unfortunately) a pipe dream.
