What a stupid idea. Populations decline all the time. It's well known that richer people have fewer children. There's no need to replace us. How heinous.

No.
It's a privilege which a country may grant to applicants.

We wouldn't want to see UN troops escorting immigrants to Sentinel Island, eh.

What authority, if any, does such a document have?

How and by whom would such authority be enforced?

Lots of rights "should" exist. Reality does not care.



That said, I agree in principle. Immigration should indeed be a human right.

But I do not think most people think of countries (or, for that matter, rights) as nearly as insubstantial entities as I personally do.

Somehow I just don't believe that even a signatary country would feel duty-bound to use its own military to ensure that immigrants would have access to its own borders.

This sounds (to me) very much a statement of intentions, of ideals which attempts to present itself as far too serious a document for anyone's good.

As statements go, it looks fairly good to me. But I have to wonder whether anyone even expects it to be taken seriously.
