Why? People have to suffer the results of their actions in previous lives. That is the way of the world. That is the theist answer. The advaita answer is whether it matters? The eater is Brahman, the eaten is Brahman, the killer is Brahman, the killed is Brahman. What you perceive is untruth, Maya. It matters only in Vyavaharika.

Time to bring up the old question - where was Lord Rama when all of this suffering happened to his devotees?

Rama was always a master of his situation and circumstances due to self-awareness, and accurate, attentive to details and diligent always , as shown by his proficiency in archery, administrative skills and exortations to Bharata to maintain clear accountability between revenue and expenditure.

It is not Rama's fault that his devotees or the local administration failed to have a clear understanding of where they were standing.

These are all the lapses of local administration and that of the volunteers who staged the event.

It was a terrible tragedy and I hope God will aid the government in reducing the likelihood of a re-occurrence of this event.
I know the railways are mostly fenced off in Australia in populated areas.
