Aye, those purges were.....something to behold.I think it's the attitudes and practices of bureaucrats which plant the first seeds of dissent and revolution in people's minds. In practice, those are the kinds of people who citizens will meet and deal with more often when dealing with the government.
That's where guys like Stalin come into the picture, since he seemed to have a very low tolerance for bureaucratic BS. If he thought a bureaucrat wasn't doing his job, he would...well...have them replaced.
