The staff (whether admins or mods) pick someone to invite, and then if the admins give approval, we invite them to join us. Obviously Terese passed the trials and tribunals (the smaller ones, that is; the coming ones are worse

Nothing of the sort. It's purely based on whom the staff picks and whom the admins approve for invitation. There are factors that determine who gets picked, of course, but joining the staff is generally through invitation only.
