I included the section before and after to show it flows through all three, and none of it is some future Jesus event. Zec 1 tells us this is about the people of the Babylonian exile.
Zec 1:12 Then the angel of the YHVH answered and said, O YHVH of hosts,
how long wilt thou not have mercy on Jerusalem and on the cities of Judah, against which thou hast had indignation
these threescore and ten years? (70 years of the Babylonian exile)

I will bring it forth (The Curse), saith the LORD of hosts, and it shall enter into the house of the
thief (that took Hebrews captive), and into the house of him that sweareth falsely by my name (NEBUCHADNEZZAR) and it shall remain in the midst of his house, and shall consume it with the timber thereof and the stones thereof.
Zec 5:6 And I said, What
is it? And he said,
This is an ephah (measure) that goeth forth. He said moreover, This
is their resemblance (The measure of their worth) through all the earth.
Zec 5:7 And, behold, there was lifted up a talent of lead: and this
is a woman that sitteth in the midst of the ephah.
Zec 5:8 And he said,
This is wickedness. And he cast it into the midst of the ephah;
and he cast the weight of lead upon the mouth (opening) thereof.
Their MEASURE is WICKEDNESS - cast into the ephah and sealed with lead.
Zec 5:10 Then said I to the angel that talked with me
, Whither do these bear the ephah?
Zec 5:11 And he said unto me,
To build it an house in the land of Shinar (Babylon) and it shall be established, and set there upon her own base.
Zec 5:11 And he said to me,
To build a house/prison for it in the land of Shinar/Babylon; and it shall be erected and cast down there
upon its own foundation.
