How can this be! They have government run public schools with strong teacher unions.
They've been working on solving this problem for half a century with oodles of money from the rest of the state.

My goal is to become a reading tutor once my younger daughter is in high school and working more independently. Looks like there might be more of a demand than I initially thought.

That is an incredibly useful thing to do.
I'm lazier....I just support a local literacy group.
I've had workers who read & write poorly, & it really holds'm back.

That's very cool!

Yeah, over the years, I've noticed that I'm a pretty good teacher, and I very much enjoyed teaching my daughters to read in a one-on-one setting. I look forward to moving in the direction of tutoring ~ I suspect it will be a source of great joy for me. :)

Already did that.....well, just the unions, the city government, the parents, & finally the state for starting the takeover too late for so many kids.

Poverty and illiteracy do go hand-in-hand, and one feeds and builds the other to create a very nasty cycle that can be difficult to escape. Actually with the collapse of low tech jobs, this will probably spread to other areas where people can't get that great paying Chrysler job right out of high school anymore.

That high of an illiteracy rate is obviously a very deep problem. It may be funding, it may be curriculum, it's a safe bet the parents aren't engaged in their children's education which is a very important factor, it could be a lack of after school tutoring, it could be the teachers aren't motivated or motivating students, and you also have to consider the environment in which a poverty stricken environment usually yields poor education results. I would be willing to bet their is also a drug and alcohol problem in that environment, as that usually follows in the footsteps of poverty and poor education. And of course their is peer pressure, which can have a tremendous impact on how well a child will do in school, or if they make it through school or not. To simply blame the government and teacher unions is very short sited.
But statistically you would be correct to mention the racial issue. Statistically racial minorities don't do as well in school, but it certainly is not because they are black, hispanic, or whatever. Racial discrimination is still very much alive in America. When I was working at a gas station I noticed something interesting shortly after the new 5 dollar bills were printed (at least I think it was the 5's). Whites commented on how colorful they became, Mexicans didn't really even mention them (but then again they usually work at hog farms and slaughter/processing plants, looked dead tired, and seemed to just want to do their business and go home.), but if someone was insisting it was real and not counterfeit it was a black person. That is a very strong indication that racial discrimination is still too common, at least in this area.

What are your thoughts on why the education system is failing to such an alarming degree?

I've been to RUINS of Detroit, and TBH, I can't say I'm surprised. Most of the city is severely impoverished and many of the schools have shut down due to lack of funding and the collapsing infrastructure of the city.

Just kidding. I've worked & recreated in Deetroit & surrounding burbs.
I've never been to a city where business was hated more than here.

Digression
At GM, I worked with a guy who once had a job working for a contractor boarding up vacant houses in Detroit. It was a federally
funded contract, with a requirement that no salvaging be done. His job was to break all the stained glass windows before boarding up.
Thank you, Washington! (He was later shot & killed at a gas station, btw.)
