Zoroastrians, People of the Book?

Do Muslims now, or at any time have they ever considered Zoroastrians to be people of the book who worship the same god as Muslims, Jews, and Christians?

The Abrahamic religions borrowed lots of ideas from Zoroastrianism, so when Muslims invaded and occupied Persia, some people thought that the Zoroastrians were people of the book. Of course at times the Zoroastrians were also persecuted and forced to convert, and their temples were seized and converted into mosques (as was the common practice for Christian and Muslim conquerers).

Shiites do consider them people of the book.

"Further he (the scholar Shariati quoting Hazrat Ali RA, the cousin and son in law of the Prophet) makes a mention that Prophet of Islam (i.e. Prophet Muhammad pbuh) allowed to take Jaziah from the Zoroastrian and treated them as people of the book." Guess answers the question partly. The second part as to they worship the same God is based on a flawed understanding of God in Islam.
