Who is considered the most fortunate?

None. There are certain set of conditions, circumstances and privileges that make people considered to be fortunate. Being fortunate must be something else than being satiated and happy.
Since you seem to have the answer perhaps you could share it with us mere mortals.

Although many people will state that their own way or philosophy of living is best or most fortunate, there are likely to be multiple maximums/peaks out of the set of possibilities of human life.

Kindness and love are probably in all of them. Bodily health is in most of them. Education and knowledge are in a lot of them but not necessarily all of them. Most of them will emphasize connections to family, friends, or nature, or society, or religion, or something bigger in general and feeling connected. A sense of Eudaimonia or general flourishing is likely present in most or all of the most fortunate lives.
