Well, spluh!
It was the Golgafrinchans.
(With Slartibartfast as the designer.)

Knowledgeable readers might ask what the moon had to do with the computer program known as "The Earth". The moon creates tides which create oceanic turbulence, which is part of the process of life formation. But the less than obvious question was why the Golgafrinchans used the process they did, ie, a Mars size object colliding with Earth to create ejected material which coalesced into the Moon.

I'm just guessing, but the greyed out would largely be due to them using a number of individual photos to form a full picture.
As in this coloured example

And no-one built the moon.

l have no idea about it ringing like a bell. Do you have a source?
