You aren't answering my question. How do you know that God said "let there be light"? Obviously saying those words isn't necessary for light to exist, so your answer is illogical.

Why do you think those are the only two options? I agree that light does not have free will, but there are countless other explanations for where light can come from without having free will of its own.
