In Isaiah 53:3,

It who is it hiding the face? The ones that despise him, or the one that is despised?

At any rate...Who is the one hiding the face in the verse of Isaiah? The one despised, or the ones that despise?

I can't read the Hebrew directly, but from the 4 translations I looked at, it was the ones despising that hid their own faces from him. Vs 2 refers to him as the twig, Isaiah 11:1 refers this twig as growing out of the stump of Jesse (David's father).

For reference here is the verse in the NWT (2013 Revision)

"He was despised and was avoided by men, A man who was meant for (or "who understood") pains and was familiar with sickness. It was as if his face were hidden from us. (or possibly, "He was like someone from whom people turned their faces.") He was despised, and we held him as of no account." - Isaiah 53:3

John 18:39,40 show a possible fulfillment of this verse when the mob chose Bar-ab'bas to be released instead of Jesus before his execution. Act 3:13, 14 reference the same event.
