Top 5 Presidents Who Contributed to the Debt by Percentage

1. Franklin D Roosevelt (1933-1945) Democrat
an increase of about 1,048%
2. Woodrow Wilson (1913-1921) Democrat -an increase of about 773%
3. Ronald Reagan (1981-1989) Republican -an increase of about 186%
4. George W. Bush (2001-2009) Republican -an increase of about 101%
5. Barack Obama (2009-2017) Democrat -an increase of about 74%

It is extremely unfair to compare 1 and 2 with the rest. They were fighting and winning two World Wars.

Where are the decreases? Are there even any?

According to PolitiFact:

Reagan increased the deficit from $78.9 billion to $152.6 billion at the end of it.
At points between 1983 and 1986, the deficit was actually more than $175 billion.

Bush 41 increased it to $255 billion at the end of his term.
The deficit spiked at around $290.3 billion the year before he left office.

Clinton (decreased) during his presidency zeroed out the deficit and end his term with a $128.2 billion surplus.

Bush 43 (increased) started his presidency with a surplus and left office with a federal deficit of $1.41 trillion.

Obama left the presidency with a decreased deficit of approximately $584.6 billion, which is more than halving $1.41 trillion. The deficit was even lower in 2015 at around $441.9 billion.

According to Investopedia,

Trump increased the deficit to $779 billion in his first year to over $1 trillion in 2020 ("and that was before Congress passed a $2 trillion stimulus package to fight the economic fallout from the coronavirus pandemic").
