It may well be a good idea, if it leads to more realism and more respect for actual vocations. Many people have a somewhat confused stance towards learning as it is.

It works well in Germany, which (according to Unesco tests) has higher standards for all than the USA and UK with their all-in systems.

Personally, I think there's a limit to what you can do to raise standards by altering the system. Japan does as well as Germany with their comprehensive system. Most developed countries do better than the USA with less money. Korea does well with large classes. The key to good education seems to be social attitudes. The countries with a traditional respect for education (the Far East, Central Europe) do well. The USA and UK, where ignorance is not considered a disgrace, do badly.
