It sounds like it would be effective. Although one difference with the Russians (at least during WW2) is that they still had significant resources and population/industrial centers deep within the interior which were still out of reach of German bombers. In contrast, most of Australia's population centers are already on the coasts, vulnerable to shelling and/or missile barrages from the sea. And with the range of today's bombers, no area in the world is truly safe.

That's why the Soviets went into conniptions whenever the US wanted to build any kind of ABM system or "Star Wars" missile defense that Reagan wanted.
