It is natural for teenagers to want to explore their sexuality. If parents are sensible they will not make any topic taboo, and let their kids talk about all aspects of sex and relationships.We did this with our kids who are now adults, two with children of their own. They are well adjusted and as far as I am aware didn't have sexual relationships until they turned 18.

It is totally in the parents' authority to decide what their children can and cannot do until they become independent. This is a non-issue.

From a moral perspective, the boy's intentions are completely known to himself. I'm sure the mother is a better judge of that than we are.

There is nothing wrong with looking at people in and of itself, but most people cannot control their thoughts and start to imagine themselves having sex with that person. If you have those kind of thoughts then it doesn't matter how little or how much the person is clothed, it is wrong. If you don't those kinds of thoughts when you see under-clothed people then it wouldn't be wrong, but odds are that any kind of media that has under-clothed people has nothing to offer other other than sexual arousal so you won't be interested in viewing it unless you're looking to be sexually aroused.

Personally, I am appalled that a teenage boy is looking at pictures of women clothed. When I was a teenage boy, I looked at pictures of women naked. Today's generation is obviously degenerate. They have no passion!
