A friend of mine opted out of the sub variant booster last year (booster #2). Now, can she get this years booster without having gotten last years?

Yes. Even if (s)he got the booster only a year ago, there are most likely have few antibodies left. I just asked a pharmacist a similar question last week, btw. The new vaccines are slated to come out at the end of September.
