Correct. You can still freely report anyone to ICE that you want to in New York City. It is when used the possibility of calling ICE as a threat that one has broken the law.

It is not illegal to call ICE, it is illegal to threaten to call ICE when dealing with others. You can't get tenants to shut up about illegal living conditions by threatening to call ICE on them if they don't stop complaining. In other words, using the threat of calling the cops is illegal. It is still perfectly legal to call the cops.

So the law is a cover-up. Inticing more illegals to come in because the People's Republic of New York will protect them while taking away freedom of speech from the citizenry. Typical socialist scum policy.

I imagine businesses being levied with frequent large fines when
employees offend each other. I don't miss the times when I had
employees....having to train them how to speak on the job in order
to avoid my being prosecuted for their speech.

This is not the first time NYC has passed such Fascist Laws. Some years ago they wanted to regulate soft drinks in a ridiculous attempt to combat obesity.
