What is Pure Consciousness?

Simply speaking, pure consciousness is that consciousness which is free from all the impurities, which prevent you from being and knowing who you are.

If your mind is not pure or still, pure consciousness is beyond you grasp. In other words, until you bridge the gap between your pure and impure consciousness, extinguishing all the objectivity, duality or otherness that exists in you, you cannot be a pure soul. Even if you have a little trace of objectivity or duality in your awareness, you cannot be in the realm of pure consciousness. When you attain it, you become self-aware, which means your knowing does not depend upon any external source or support, as you become a witness to everything that happens to you and in you. ~ Jayaram V

Yes. And getting to this point is surprisingly difficult and most people fail at this.

Consciousness is. There is nothing pure or impure about it. In other words, there is no impurity that requires action that will lead to purification. It is not hidden and therefore, there is no action required to uncover or realize it.

There is nothing to meditate upon. Who is meditating on what and to what end?

But this is not what people want. They need a plan of action; a set of activities (Yoga, meditation, association with personal Gurus, etc.,) that will lead them to a wonderful destination/state - someday in future.

Obviously a serial killer with plenty of cravings and aversions which forces him to transcend a virtuous code of conduct, has an impure consciousness due to vasanas that sprout such desires in the form of cravings and aversions.

Consciousness in the fundamental state is pure in the serial killer or mass murderer, but it is their defilements in the form of vasanas ( sankhara's in buddhism ) that generate such desires.

Such defilements of vasanas/sankharas are like dust on a mirror which distorts the image reflected. There is a need to clean the mirror to bring a clear image.

Similarly Awareness and total love destroys such vasanas and this is why meditation and spiritual exercises like selfless service, mantra chanting,satsang, inquiry, self-mastery, pranayama are emphasized.

It is not hidden and therefore, there is no action required to uncover or realize it.

Pure consciousness is present in Buddha and Angulimala, but in the former it is unobscured by vasanas/sankharas while it is obscured in the latter.

Would stating the same to Angulimala and other serial killers and mass murderers like Hitler or paedophiles convert them instantly to Buddhas !

Even Buddha had to expend some effort in mentoring Angulimala and converting him into a harmless monk.
