It still tends to be the more industrialised countries that have low or negative birth rates and the less developed countries that have higher ones though, and where such an imbalance is probably hardly conducive as to how we share the resources and rewards, if the latter are likely not contributing so much or in some imbalanced way - such as migrations to the more developed countries.
Yes, but that is in spite of, not because, of their official state policies towards childbearing.

I would strongly argue that a reason why birth rates are so low is that the majority of women in developed countries can choose to get pregnant or not, both because of relatively affordable birth control methods and the widespread education and economic independence of women. We can see this in the birthrates of migrant populations who - in spite of the paranoid demographic fantasies of racists - tend to adapt to the native populations in this regard.
