Certainly it does. A person who is responsible before the act, and not having performed the act, should not have to face the consequences of the person who performed the act..

well of course a person who doesn't commit a crime should go unpunished

Forgiving someone while supporting the justice system. Believing abortion is wrong while supporting a woman's right to choose. Any others? Is one two faced?
Forgiving someone is a personal matter. Justice is societal. Thus, I can personally forgive someone while still seeing the necessity for societal justice.
