Does evolution have a purpose?
-If yes what is it?
-If no, why not?
It has no intentionality. It has an effect in making lifeforms well adapted to environment and enhance biodiversity. You may call it a purpose maybe?

It's a collection of automatic mechanisms with no indication of design, intention or purpose. Why would anyone think there was any purpose to it?

What if the adapting happens before the
environment changes.
Is it wasteful or planning ahead.

That's its function, not its purpose. Nor does it perpetuate many species. It alters them to fit a changing environment. If they can't change enough, it kisses them goodbye.

Yet it changes the species before the environment changes.
So is that chance or luck for said species?

Evolution is random and chaotic at times.
Every single cell struggles.
The purpose is the will to live, to live better, to live healthily, so yes, I guess most of the times, it leads to bettering, to perfection.

Yet they are changed before the environment changes. If not, they wouldn't survive.

Survival. No matter what happens evolution prepares some to survive.
Flood, freeze, meteor, or whatever, evolution prepares some to survive.
Those that survive are prepared to survive before it happens. Or they wouldn't survive.

They're awesome. God put them on Earth so atheists can hold them up when YECs ask to see a crocoduck. Just proves God has a sense of humour.

It's also a mammal, that lays egg. It feeds it's young milk, but it has no nipples.

Where are your Gods now!?

PS. Crocoduck, can't believe I've never heard them called that before.

Don't forget reptile's that give live birth.
We learn as we go.

Probably 100 years ago we thought no mammals laid eggs and no reptiles gave live birth.
