Normally, yes.
In some flavors of math, it is reducible to infinity.

Well, division just means how many 'x's does it take to go into 'y'
How many zeros does it take to get a 1. Its not infinity (normally) because anything multiplied by zero is, well, zero. So division by zero is undefined.
edit:
There is another reason, but that is the simpler of the two.
