"All's Fair In Love and War"?

Is the notion that "all is fair in love and war" true? If so, how is it true? If not, why not?

Would you marry someone who believed, "all's fair in love and war"? If so, would you expect a happy marriage?

Would you go to war with someone who believed, "all's fair in love and war"? If so, would you accept committing atrocities?

All you have to do is just define "atrocities" to exclude whatever it is you want to do to someone. All is certainly "fair" in love and war. Nobody does anything "evil" from their perspective. Everything anyone does is "fair" and justified to them, because these judgments are under our control. And by not remaining aware of that control, we can have the "unfair"changed into the "fair" for us right before our very eyes and not see it.

Words are power.

The sense in which it is true is that things regarding those two subjects that may not be acceptable in other circumstances (like... killing people) will suddenly become acceptable in order to have and hold onto "love" and "war".

I would marry such a person, because "chances are" I wouldn't be marrying them for that particular trait. I wouldn't be marrying if I didn't expect a happy marriage.

I do think such a trait is as acceptable in an opponent as it is in anyone else. I would expect that anyone who committed attrocities would accept the consequences.
