Yes, God lies by proxy; He sends prophets or lying spirits to deceive.
1 Kings 22:23

Jeremiah 4:10

It seems your the one that's doing the cherry picking.
Had you back up and found out what the subject and Article is about.
You would haved found, that the Lord didn't deceive no one.
But deceived themselves.
No more than what your doing, You pick out a verse here and there, not knowing what the Subject and Article is about.
So by doing that, your the one that's also being deceived.
As for Jeremiah 20:7--"O Lord, thou hast deceived me, and I was deceived; thou art stronger than I, and hast prevailed: I am in derision daily, every one mocketh me"
Had you backup to Verses 4-6, you would have found that Pashur was deceiving himself.

What does it mean, shall go into Captivity?
Note it was Pashur that prophesied lies.
Therefore Pashur deceived himself by his own prophecy.
