I took an interest in the candidate and searched for him on the Internet. He seems like quite a person.
He ran for public office in Virginia in 2019 (Virginia senate) and in the above pictured race for congressional district 1 in 2020. Apparently, he beat fellow Democrats to get the nomination both times, and then lost to the Republican:
