What will be an atheist's answer ?

I wouldn't be sad but perhaps reflective that I've not been able to pull myself out of poverty. Must keep trying must do better.

That's what happens when you have no god to blame you rely more on yourself
Who/what inspires to keep trying and to do better ?

Perhaps, this theist has poor understanding of God. its possible.
I do not see how a person who is truly devoted to God should care about whether he/she is wealthy or poor.

He who hates no being,
Friendly and compassionate,
Free from attachment to possessions,
Free from egotism,
Indifferent to pain and pleasure,
Patient,
The yogin who is always contented
and balanced in mind,
Who is self-controlled,
and whose conviction is firm,
Whose mind and intellect are
Fixed on Me,
And who is devoted to Me,
Is dear to Me.
He from whom the world does not shrink,
And who does not shrink from the world,
Who is freed from joy, envy,
fear, and distress,
Is dear to Me.

From the Gita. But I think most theist views converge on this point.

Both theist and atheist were the victim of poverty in life. Somebody asked:

Hey theist why are you sad ?
Theist's answer: Sad because God has not provided me enough money in my life.

Hey atheist are you also sad because God has not given you enough money in your life ? or its your own faliure ? or something else ?
What will be an atheist's answer ?

Would a theist actually say that?

Answers to questions about money might vary depending on one's perceptions of economics and politics. I don't see that it would have much to do with religious beliefs (or lack thereof).

On the other hand, there are those who ostensibly subscribe to the prosperity gospel, believing that if they have success or a comfortable life, they owe it to God. They claim to be "blessed," which would imply that poor people are "cursed" by God. By that logic, it would mean that the leader of a drug cartel who is a billionaire would be more moral and greater in God's eyes than, say, a parish priest in an impoverished community.

The common perception nowadays is that a person's spiritual worth correlates with their material worth, and even most religionists have taken this idea and run with it. Now, do you understand why I reject religion? Do you realize that the only society in human history which made a point of making sure that there was equitable distribution of resources and equal treatment for all was officially atheistic?

If an atheist want to blame it on someone, he might say "Sad because the world has not provided me enough money in my life."

Dear sayka83, you are talking about the person/theist who is on the higher stage of devotion. But, there are people/theists who are on the lower stages of devotion. And this doesn't mean that they aren't theists.

Is there some sort of union for people who work for god? Perhaps a salary increase could be negotiated. Or does he pay in ‘blessings’ to get around minimum wage requirements?

Some people are in poverty because of their decisions, some because of the country they live in, some have no opportunity to get out of poverty etc. There are many reasons for poverty. Theists should be asking the question; why is there poverty if there is a good god?

Being a billionaire doesn't mean he/she is happy too. A billionaire can also be a cancer patient at the same time.

To me religion means re-union with from where we all started the journey of life in the biginning.
Re-union is true goal of a true religion. But, yes a reasonable amount of material-wealth is also required to pass a life until there's a re-union. But, once there's a re-union. Nothing is required thereafter.

Because a good God is angry at some bad people, can't he ?

Again, as an atheist, I don't place blame.
Placing blame seems a necessity of the theist.
Stuff happens without any particular purpose or intelligent design.
I can prepare myself the best that I can to deal with the stuff that happens.
Sometimes that works out for us and sometimes it doesn't.

Still? Even despite being told that is not what it means?

Religion / Re-legion means Re-union with -- from where we all started the journey of life in the beginning.
Once again, no, it doesn't.
