Yes, it is true today in the Arctic as it was thousands of years in the past. The bones do accumulate over thousands of years today as thousands of years ago.

Bones do not breakdown or are eaten as much in the Arctic climate as the temperate climate further South

I already found an linked an article on him for that. The prairie buttercup can survive winters down to -35 C. About -30 F. He concentrated on the blooming temperature and those temps are easy to accomplish during the summer even with a glacier looming nearby:
