who is Allah's exalted assembly?

There is nothing wrong with short Tafsir(explanation) added in the quran. In versions of the arabic quran, the short tafsir is added on the right side, left side or bottom. The short tafsir is useful to understand qur'an better.

who can replace Allah in whatever he is the owner of?

well if you said there is nothing wrong with giving a short tafsir right in the Qur'an, I fear the punishment.

Allah Exalted Assembly are 23 men that do the writing of history.
Its 24 men but 23 write and the 24th One which is Allah is the judge.
It's 12 major and 12 minor scienctist they write history for 25 thousand years.
All events that will take place is all in a Big book.
So when we stray or rebel from Allah's laws a script out of the big book is given
to a chosen one to bring us back to submission.

As for verse in the OP, it is said to be angels according to Tafseers which is the interpretation of the Quran. Usually in interpretation, interpreters use the Quran itself, like a short verse which might not be clear at first, but is explained in a longer verse in a different chapter, and sometimes they derive it from the explanation of Prophet Mohamed himself. But no words are added to the original Quran in Arabic, and the english ones add interpretations because it is just an interpretation of what the Arabic verses say but not a perfect equal translation. That's why any translations are treated just as interpretations and the only word of God is the original one in Arabic.
